Continued support for the successful implementation of territorial and administrative reform

Tirana, 8th of September 2015 – Today took place the signing of a contract with “Grant Thornton”, one of the best companies in the world in the field of finance and auditing  which will assist the Minster of State for Local Issues during the most important phase of the territorial and administrative reform, particularly during the financial and administrative consolidation of 61 new municipalities.

The contract was signed by the Director of UNDP for Albania, Ms. Yesim Oruc and the Albanian representative of “Grant Thornton”, Mr. Kledian Kodra during an official ceremony, in the presence of the Prime Minister of Albania, H.E. Edi Rama, Minister of State for Local Issue, Mr. Bledi Çuçi, representative of “Grant Thornton International”, donors` community in Albania and key international partners, as well as all 61 newly elected mayors.

Minister of State for Local Issues, Mr. Bledi Çuçi underlined during his speech that by signing the contract with “Grant Thornton”, full assistance to the 61 municipalities will be provided, making possible successful completion of the audit reports, accurate assessment of municipality debts, inventory of its assets and the public property, as well as assessment of their commercial value, based on best international practices, the Decision of the Council of Ministers No. 510/2015 and Directive No. 3237/2015.  

In organizational terms, the administration at a local level will be able to do a review and conduct a detailed description of the responsibilities of each sector, human resources, as well as any legal issues which include new municipalities. Protocol and archives, as well as information and communication technology (ICT) will be the sectors subject to a thorough analysis during the consolidation phase.

Outsourcing “Grant Thornton” comes at a very important moment for the territorial and administrative reform, and according to the statement made by the Director of “Grant Thornton”, Mr. Andrew Dickson, the company will be represented by a consortium of experts with an extensive experience in domestic and international management and the implementation of complex projects in public sector. The experts, according to Dickson, will offer their support to work groups in each municipality up to the end of the financial and administrative consolidation phase.
